Kostyuk Co-authors Op-ed on Cyber Dimensions of Ukraine Conflict

Nadiya Kostyuk, assistant professor in the School of Public Policy and School of Cybersecurity and Privacy, co-authored an op-ed published in War on the Rocks. She wrote the article, titled “There is no Cyber ‘Shock and Awe’: Plausible Threats in the Ukrainian Conflict,” alongside Lennart Maschmeyer, a senior researcher at the Center for Security Studies at ETH Zurich.
In the op-ed, Kostyuk and Maschmeyer argue that, should Russia invade Ukraine, it is unlikely that cyberattacks with either take place of traditional military strikes or heavily supplement them.
“Our research suggests that, contrary to hysteria, cyber operations will remain of secondary importance and at best provide marginal gains to Russia,” they wrote.
